Provided are a coating material and a coating method, whereby it becomes possible to achieve both of an antibacterial effect and an antiviral effect of a surface layer of an object of interest for a long period.　A coating agent in which an inorganic polysilazane and an alkyl silicate condensation product are dissolved at a total concentration of 50 to 80% by mass in an inert solvent is used as a base agent 10A, and an inorganic antibacterial agent and an inorganic antiviral agent are added at ratios of 0.1 to 5% by mass and 0.1 to 20% by mass, respectively, to the base agent 10A.
