Summary:The invention discloses a national multi-regional low-carbon policy design and planning method for achieving optimal economic growth, which is characterized by the following steps. First, a coupling model between a national multi-regional computable general equilibrium model and a global multi-regional optimal economic growth model was established, to predict the future social, economic, energy and environmental development paths after the implementation of each low-carbon policy in each country under various climate change scenarios; then, an integrated assessment index system of low-carbon policies was established to assess the comprehensive effect of multiple low-carbon policies; finally, a national multi regional low-carbon policy design and planning platform was established to achieve flexibility in policy setting and visualization of evaluation results. The invention not only can achieve optimal economic growth but also can improve emission reduction benefits. With strong operability and reliable evaluation results, it can be widely used in formulating multi-regional emission reduction policies and guiding social production.
