Background. In modern political and legal studies, questions about the role of legislative regulation in the subjects of the Russian Federation are being updated. This arti-cle discusses the issues of increasing the legislative activity of the subjects of the Russian Federation, the formation of their own legislative level of legal regulation, which signifi-cantly increases not only legislative activity, but also the social significance of the norms of primary legal regulation in specifying and supplementing federal laws with new content, strengthens the guarantee of the principle of equality in relations between the subjects of the Russian Federation with federal authorities, enshrined in Part 4 Article 5 of the Consti-tution of the Russian Federation. Based on this, the goal is to substantiate the role of the legislation of the subjects of the Russian Federation as a key component of the system of measures to harmonize federal laws in the regions. Materials and methods. To achieve this goal, the works of legal scholars developing the theory and practice of legislative regulation in the regions have been studied, the legislation of a number of subjects of the Russian Fed-eration and legal acts of regional executive authorities have been analyzed. The findings are based on dialectical, logical, systemic, sociological, comparative legal, as well as legal in-terpretation and other research methods. Results. Accumulation of new knowledge about the legislation of the subjects of the Russian Federation, the regulatory properties of prima-ry legal regulation, manifested at the level of their own legislative regulation of the subjects of the Russian Federation. The expediency of building a system of measures to harmonize federal laws in the regions is substantiated. Conclusions. The legislation of the subjects of the Russian Federation acts as an effective means of harmonizing federal laws in the re-gions. Harmonization as a long-term and long-term measure can be set as a priority task of the Russian Federation.
