Voluntary association of local communities: content and algorithm of passing main stages

Allocated and analyzed the content of the seven main stages of the voluntary association of local communities in Ukraine are required by law, namely: 1) initiating of a voluntary association of local communities; 2) approving of proposals for integrating of concerned local communities; 3) the development and discussion of the draft decision on voluntary association of local communities; 4) study the draft decision on voluntary association of local communities on the conformity with the Constitution and laws of Ukraine; 5) accepting the decision of the local council of voluntary association of communities or a local referendum on supporting the association of local communities; 6) decision on establishing of a joint territorial community; 7) forming a unified local community and relevant local authorities. For each of the stages were identified subjects of implementation, duration and expected results formulated comments and recommendations on the passing phases. Were developed the recommendations of the methodological support for the development of the integration of local communities and further improvement of the legislation.
