Summary:Based on the new development concept and the evaluation criteria of the Leading Maritime Capitals of the World, this paper establishes an evaluation index system of modern ocean cities from six dimensions: high technology, open integration, resource value, spatial linkage, ecological diversity and social sustainability, measures the construction level of Tianjin modern ocean city from 2006 to 2020 and diagnoses the obstacle factors in different development periods. The empirical results show that the overall score of Tianjin modern marine city construction increased significantly during the study period, and the development trend of each dimension was different. The supporting elements vary at different time, resource factors and spatial factors in the early stage, while social factors and ecological factors in the later stage.
