Summary:The article is dedicated to the analysis of networking in Russian and Chinese universities; in particular, the legal requirements for the implementation of joint Chinese - Russian educational programs and the reception of such programs in Russia and China; the article also describes difficulties faced by Russian and Chinese universities in implementing these programs.Development of joint educational programs between Russian and Chinese universities has taken two steps so far. The first step that took place in the late 1990s was characterized by the absence of rules and regulations. Therefore, at that time a lot of joint programs were running and were regulated only by bilateral agreements.Education authorities turned a blind eye on violation of these agreements upon enrollment and graduation, while the lack of a legal framework was compensated by the university regulations. In the last few years the situation has changed in connection with the implementation of a new Federal Law of 29 December 2012 № 273-FZ “On Education in the Russian Federation”.In 2012, at the meeting of Heads of Government of Russia and China signed a Memorandum on the implementation of the Action Plan for Russian-Chinese cooperation in the humanitarian sphere until 2020. In the Memorandum the parties agreed in the framework of cooperation in the field of education, in particular, for joint programs, which was the impetus for the creation and implementation of joint programs between the Russian and Chinese universities. A major role in the development of network interaction between universities of the two countries were created in 2008 by the University of Shanghai Cooperation Organization, in which the implementation of joint programs in the field of ecology, energy, IT-technologies, nanotechnologies, regional studies, economics, pedagogy has taken places.
