Summary:The aim of this study was Provide a model To Promotion Strategic Quality of training (Case study, applied science centers of Kurdistan province). The research method is quantitative-qualitative (mixed method). The statistical population in the qualitative section of the research was the managers, politicians, academics and professors familiar with the educational and qualitative issues in the field of higher education. On this basis, 18 experts from thes field were interviewed. In the quantitative part, wher all students of Kurdistan province, that Based on the Cochran sampling formula, 348 individuals were selected as samples. To collect data In the qualitative section Semi-structured interview And in the quantitative part Researcher-made questionnaire was used. To examine the components of the questionnaire from the opinion of masters and Cronbach Alpha was used to test the reliability of the questionnaires. To test the hypothesis of the research, t-test and structural equation modeling Lisrel 8.5 software was used. Based on the results of the interviews Qualitative indexes in higher education system were identified in 71 open source codes that were categorized into 4 core codes (field, input, process, and branding) and 11 groups. The results obtained in the quantitative part of the research also showed that the model indicated in the quantitative section was appropriate in terms of fitness indexes.
