With the popularity of information and communication technology, cybercrime has increased and caused educational institutions to note the necessity for information ethics education. In 2001, the new Curriculum Guidelines of Basic Education in Taiwan added the course outline in information ethics to educate elementary and high school students on the correct use of information. Information ethics education in basic education has been in place for a long time. What was the attitude of college students toward information ethics norms? What was the actual information behavior of college students? Were there any information ethics gaps for college students? The purpose of the study was to analyze the inconsistency between college students’ attitudes and behaviors in information ethics, regarding intellectual property rights, privacy protection and information security, computer use, and academic ethics. A repeated cross-sectional survey was conducted in the 2008, 2012, 2016, and 2020 academic years to evaluate the effectiveness of information ethics education in Taiwan. The research results revealed that although there were information ethics gaps between college students’ attitudes and behaviors, the gap was gradually shrinking because of the improvement in students’ ethical behaviors. The privacy protection and information security ethics gap was reduced most significantly in the four information ethics norms. 倫理落差(ethical gap)是人類對道德承諾與行為實踐之間的差距,反映個人道德實踐中「知而未行」的程度。此現象也是道德教育致力改善的主題。隨網路科技普及,網路犯罪數量逐漸增加,教育機構開始關注資訊倫理教育重要性。隨台灣施行國民教育新課綱加強資訊倫理教育,從小培育學生資訊正確使用觀念。義務教育推動資訊倫理教育推行之有年,台灣的大學生對資訊倫理規範態度為何? 大學生遵守資訊倫理的行為又是如何? 兩者之間是否存在資訊倫理落差? 研究目的是對大學生的智慧財產權、隱私與資訊安全、校園電腦使用與學術倫理等四項資訊倫理態度與行為差距進行問卷調查。採用重複橫斷面調查法分別在97、101、105 與109學年進行重複性問卷調查,以長期觀察資訊倫理教育成效。研究結果顯示大學生雖然普遍存在資訊倫理落差,但隨大學生遵守資訊倫理行為提高,促使資訊倫理落差逐步縮減。在四項資訊倫理態度中,以隱私與資訊安全的倫理落差縮減幅度最明顯。
