Summary: | In this paper the author describes the issues confronting those who have to determine educational policy in countries "in transition", a term which he applies to former nations of Eastern Europe. He gives dramatic witness to harsh dilemmas that have to be faced, arguing that the social demand for education has been released from its long term suppression under dictatorship, but that there are no resources to satisfy it. This paper is a cry from the birth pangs of a democracy which aspires to freedom, but which does not have the means to attain it. (DIPF/Abstract uebernommen). |
