Summary:In the city of Cartagena de Indias (Colombia), a group of residents of Serena del Mar consolidated the Free Libraries project and consists of placing furniture with books in public sectors of this new urban project. This article describes the project implementation process from infrastructure and regulatory issues, evaluating the fulfillment of its objective around maintaining a cultural project from community self-management. The evaluation reveals the need to apply minimum library science activities to this type of initiatives, among which are classification, regulation and organization. From an exploratory investigation, a socio-critical analysis is carried out, which is based on qualitative methods of documentary analysis. The findings are a first starting point for the generation of future research on strategies to consolidate cultural projects self-managed by communities.
