ДЕРЖАВНЕ УПРАВЛІННЯ РОЗВИТКОМ ОСВІТИ УКРАЇНИ В УМОВАХ ЦИФРОВІЗАЦІЇ ЕКОНОМІКИ

У статті автори розглядають особливості державного управління розвитком вітчизняної освіти в контексті цифровізації економіки, оцінюють світовий досвід реалізації державної політики у сфері освіти в умовах діджиталізації, що дозволяє визначити ключові напрямки адаптації цього досвіду в Україні. Зокрема, це стосується зміцнення конкурентних позицій закладів освіти, здатних диференціювати джерела фінансування та ефективно перерозподіляти ресурси, впровадження цифрових технологій, а також підвищення управлінської ефективності та якості ресурсного забезпечення. Автори також окреслюють напрями та переваги впровадження цифрової технології Blockchain у механізми реалізації державної політики розвитку освіти в умовах діджиталізації. Вони надають рекомендації щодо удосконалення механізмів реалізації цієї політики, акцентуючи увагу на підтримці інновацій у сфері цифрових трансформацій, розвитку державно-приватного партнерства та сприянні використання ефективних діджитал-технологій на всіх рівнях управління. Пропонується створення цифрової платформи для ефективної реалізації зазначених механізмів, що має включати набір актуальних фахових компетенцій, як hard skills, так і soft skills. Також автори окреслюють модель реалізації державної політики розвитку освіти в Україні на основі діджиталізації, яка включає інтелектуально-трудову, інформаційну, науково-інноваційну, матеріальну, організаційно-економічну та маркетингову складові. Визначені цільові орієнтири цієї моделі мають випереджаючий характер стосовно соціальних змін, з акцентом на людиноцентричний підхід, врахування соціально-економічних інтересів суспільства, високу продуктивність праці, розвиток креативного потенціалу, інноваційне мислення, а також розширення дистанційного навчання з використанням віртуальних форм занять та тестових режимів перевірки знань. Зберігається інституційна основа організації освітнього процесу, при цьому допускається впровадження інформаційних технологій. In the article, the authors examine the peculiarities of public administration of the development of national education in the context of the digitalization of the economy. They evaluate the world experience of implementing state policy in the field of education in the context of digitalization, which allows to identify key areas for adapting this experience in Ukraine. In particular, this concerns strengthening the competitive position of educational institutions capable of differentiating funding sources and effectively reallocating resources, introducing Blockchain technology, and improving management efficiency and the quality of resource provision. The authors also outline the directions and advantages of introducing Blockchain technology into the mechanisms of implementing the state policy of education development in the context of digitalization. They provide recommendations for improving the mechanisms for implementing this policy, in particular, focusing on supporting innovations in the field of digital transformation, developing public-private partnerships and promoting the development of digital technologies at all levels of government. It is proposed to create a digital platform for the effective implementation of these mechanisms, which should include a set of relevant technical competencies, both hard skills and soft skills. The authors also outline a model for implementing the state policy of education development in Ukraine based on digitalization, which includes intellectual and labor, information, scientific and innovative, material, organizational, economic, and marketing components. The defined targets of this model are proactive in terms of social change, with an emphasis on a human-centered approach, consideration of socio-economic interests of society, high labor productivity, development of creative potential, innovative thinking, as well as the expansion of distance learning and the use of virtual forms of classes and test modes of knowledge testing. The institutional basis for organizing the educational process is preserved, while the introduction of information technologies is allowed.
