Summary:In the second part of the study, the author presents the role of other governmental bodies and other actors in the process of creating and implementing foreign policy in Serbia. Those actors are the EU Integration Office, National Assembly, the National Security Council, the Chamber of Commerce, political parties and civil associations. The function of control and oversight is discussed, as the final stage of the foreign policy process. After that, it is discussed whether national strategic documents are part of the normative model. The author takes the position that these documents have a certain effect in the normative model presented. The study concludes with a description and explanation of ways and causes of deviations of the actual from the normative model of the foreign policy process. The author considers the dynamics of party system in Serbia, the main immediate cause of this phenomenon, while he sees the low level of political culture, or absence of the principle of accountability as the key structural deficiency of the political system in Serbia.
