Summary:This paper deals with interregionalism as a foreign policy instrument in the context in which it is easiest nowadays to identify and analyse it – in the EU context, as the most highly developed known form of the post-national integration of states. An analysis of the general features of the international approach to the EU, the content and extent of specific forms of interregional cooperation, and the relations that are free of interregionalism,will not only lead to a better understanding of the phenomenon as a whole but also provide answers to questions relating to its global relevance and actual scope, as well as to its fundamental postulates and effects. If interregionalism is seen as the third transformation of diplomacy, which is to say as a new level of international interaction, in which – unlike conventional forms of bilateral and multilateral diplomacy, dominated by national and international organizations – integrated regions are involved to a greater or lesser extent, it becomes clear that this is a new diplomatic instrument inherent in postnational entities such as the EU. It will be possible to evolve from the current stage of multilateralism to a more progressive stage of regional multilateralism or multiregionalism, however, only if regional actors commit to the development of a multilateral approach in interregional relations, of genuine multiregionalism as opposed to the current regional bilateralism such as is currently exercised by the EU.
