Summary:The aim of this paper is to describe, through the application of scientific research methods, the human resource management process in the Ministry of the Interior of the Republic of Serbia, which contributes to the development of the Emergency Management Sector and, consequently, to excrete those elements of the human resource management function that are not effective enough to achieve the competencies of the Emergency Management Sector in the Ministry. Therefore, the subject of the research is the analysis of the effects of establishing a human resource management system in the Ministry of the Interior, and, in this regard, the efficiency of the Emergency Management Sector. The structure of the work consists of the basic functions of human resource management, their impact on the improvement of the Emergency Management Sector, and a previous concise presentation of the organization and competencies of the two sectors. The paper concludes that the improvement of the work of the Emergency Management Sector, as well as in performing other basic internal affairs, is influenced by efficient, effective, and economical human resource planning (personnel planning, recruitment, selection, professional training, training process planning, career development of employees, assessment, psychosocial support, and safety and health at work), the effects of which are statistically presented in the paper.
