Summary:A feature of the current stage of rise of the global economy is the transition of developed countries to the informational (post-industrial) stage of development and increasing computerization, which directly and indirectly affect the structural changes of national economies. The spread of information and communication technologies (ICT) has a multidimensional transformative impact on different areas of the modern economy, including the social sphere. The processes of regulating the social sphere, which aim at ensuring the development of human capital, have a serious impact on increasing the competitiveness of the national economy. Otherwise, the emerging practice of ICT application is currently weakly linked to strategic development guidelines. The emergence of organizational, legal, informational, financial problems in the use of ICT, as well as - difficulties in staff; the increase in digital inequality in society leads to a decrease in the effectiveness of the use of ICT and, consequently, to a decrease in the restriction of the evolution of the social field, which meets the requirements of the modern information economy.
