Summary:This study presents results of info-cultural practices institutionalized in libraries by highlighting management, functionality and accessibility mechanisms and ways of serving the users which are indicative of changes, either occurred or desired ones, in time and space. Therefore, based on surveys in libraries, worldwide, that adopt such practices, the study uses systematic literature review with focus on research and practical actions by presenting them, as they converge or diverge from the issue, without centering on countries or institutions, though these are mentioned whenever necessary. The theoretical and methodological analyses realize the existence of diversified actions and they lead to reflecting the changes related to the dynamics of the cultural process in its diversity, from those which still need attention to the successful ones. It is expected that the experiences can be adopted, followed by the necessary adjustments; that the dream to find practices that promote change from individuals into citizens, in every library, be constant; and, finally, that libraries full of effervescent actions are available in order to take away from anonymity both the Librarianship and the traditional librarian. In summary, that the dream can become true.
