Summary:The purpose of this article is to explore the obstacles of character detection and tracking and to propose an effective approach for car license plate sensing in night vision and from various angles, which could be used to cut off access to the parking lot and supervise cars approaching through the entrance ramp. The answer comes from the features provided in OpenCV and is made to be used as a desktop programme which when needed could dumped in PYNQ-Z2 for higher accuracy of detecting and reading license plates from video files or live video from CCTV camera in real life. In the conclusion of this study, the accuracy and the obtained results are tested and reviewed.
