Summary:The pre-treatment effectiveness of chlorine dioxide as a replacement for the use of free chlorine, for meeting the 1986 Safe Drinking Water Regulations affecting surface water treatment plants, is evaluated. Based on the results of an extensive literature review and the experience of El Paso, Tex., with high dosage chlorine dioxide treatment with ferrous chloride, it was found that chlorine dioxide could provide an adequate disinfection capability and reduce THM in the distribution system, while achieving very low levels of total residual oxidants in the distribution system.
