Summary: | The paper presents a novel process and methods used in economic evaluation of project Motorway D2: Noise Barrier, Jarovce. The article describes technical aspect of construction of the noise barrier. It presents Motorway administrator's financial costs for the construction of this project. The effects are described, mitigation of noise levels is presented and the calculation of noise affected people in the region is provided. The article describes two constituents of noise mitigation benefits: decrease in marked prices of estates in affected region and adverse health effects caused by the noise. Both are monetized in „Do nothing" and „Do something" scenario, „Do something" being the construction of 5,5 m high noise barrier along stretch of D2 and D4 in the vicinity of Junction Jarovce. Cost benefit analysis is conducted in Highway Development and Management Software (HDM-4) where monetized benefits are introduced as exogenous benefits of scenario „Do Something". Evaluation of this type of project is not common in the HDM-4 software, however, this article proves that this type of evaluation is possible, even though most of the monetization needs to be computed manually outside the software. |
