Summary:The unitary system of digital archives and land register works was introduced in 2007 in several pilot counties. Starting with 2008, it has been extended at country level. Creating an electronic database requires the county offices of cadastre and land registration to provide technical means and human and fmancial resources that are additional to those used currently. Consequently, such an enterprise should be started only by the simultaneous execution of the traditional operations, in order to avoid a blockage. In addition, a distinct personnel category must be prepared for information conversion. To this end, the institutions that keep the archives, as well as the people who work with them must be provided with the required equipment for data processing and conversion. One should also take into account to the errors that will occur during the electronic data processing and the negative initial social impact. Publicity measures should be taken to explain how to access, read and interpret data and how safe the system is in front of information attacks.
