Summary:The Federal Emergency Management Agency has become increasingly concerned about the ability to notify the public in a timely manner in the event of a nuclear accident, or chemical event. FEMA draft Guidance Memorandum AN-1 proposes a 15 minute public notification requirement. This paper outlines a comprehensive new public information notification system (PINS) that can meet all of the new requirements of AN-1 and Title 3 for chemical accidents. It is suggested as an alternative to the Emergency Broadcast System (EBS).
