Summary: | Offers a descriptive analysis of how one OH county organized parents, teenagers, & social service providers in 3 months to apply for a wellness grant to reduce teenage pregnancies. The analysis contributes to the knowledge needed about the process of how communities are responding to the federal-local funding shift being created by welfare reform. Issues faced by the planning committee in reaching consensus about the target population, intervention, & expected outcomes of the proposed plan are discussed. Described in conclusion are attributes of the planning process that can be used as a model for other community applications for state funding of family interventions. 16 References.
