델파이조사를 활용한 사회복지사의 디지털 역량 지표구성 및 타당화 연구

본 연구는 4차 산업혁명 시대에 디지털 기술을 활용한 사회복지실천의 범위가 확장되고 있는 상황에서 사회복지사의 디지털 역량 하위요소와 지표구성을 목적으로 진행하였다. 디지털 역량 지표에 관한 선행연구 검토와 사회복지 전문가 대상 초점집단면접(FGI)을 진행하여 사회복지 전문직에 부합하는 디지털 역량의 하위요소와 지표를 구성하였으며 구성된 내용에 대해 2023년 12월 전문가 20명을 대상으로 2차례 델파이조사를 진행하여 사회복지사 디지털 역량 지표에 대한 내용타당도, 수렴도, 합의도 분석을 실시하였다. 사회복지사 디지털 역량은 3개 범주(활용역량, 참여역량, 책임역량)에서 26개의 지표가 타당도를 충족하였다. 연구 결과 활용역량 11개(자료 및 정보활용 4개, 콘텐츠 생성 3개, 콘텐츠 활용 4개), 참여역량 5개(소통 및 협업 3개, 참여 2개), 책임역량 10개(윤리 6개, 책임 4개)로 구성된 사회복지사 디지털 역량 지표를 제시하였다. This study was conducted with the purpose of constructing social workers' digital competency sub-categories and indicators in a situation where the scope of social welfare practice using digital technology is expanding in the era of the 4th Industrial Revolution. By reviewing previous research on digital competency indicators and conducting focus group interviews (FGI) with social welfare experts, this study constructed sub-categories and indicators of digital competency appropriate for the social welfare profession. In addition, two Delphi surveys were conducted with 20 experts in December 2023 to analyze content validity, convergence, and consensus on indicators of social workers' digital competency. As for social workers' digital competency, 26 indicators in three categories (utilization competency, participation competency, and responsibility competency) met validity. As a result of the study, a social worker digital competency index consisting of 11 utilization competencies (4 data and information utilization, 3 content creation, 4 content utilization), 5 participation competencies (3 communication and collaboration, 2 participation), and 10 responsibility competencies (6 ethics, 2 participation) was presented.
