일본 농업 이익유도정치의 쇠퇴: 아베 정권, 자민당 농림족, 농업개혁

아베 정권의 농업개혁은 농협과 자민당 농림족 사이에 정치적 이해관계를 매개로 형성되어유지되어온 일본 농업 분야 이익유도정치의 구조적 쇠퇴를 보여주고 있다. 아베 정권기에 이뤄진 농업개혁은 농협의 조직과 기능에 대한 근본적 변화를 가져오는 농협개혁이 중심이 되어 진행되었다. 이에 대한 농협 측의 강력한 반발이 있었지만, 자민당 농림족은 과거와는 달리 총리관저가 주도한 개혁을 수용할 것을 농협 측에 종용하면서, 농협 측의 정책선호와 차별화된 입장을 보이는 행위패턴을 보였다. 자민당 농림족의 행위패턴은 이해관계의 계산 측면에서 해석될 때, 농협이 제공하는 정치적 수혜가 약화된 점과 강력한 리더십의 당 지도부가 취하는 핵심 정책노선에 반했을 때 받을 수 있는 정치적 타격에 대한 우려가 강화된 점으로 설명될 수 있다. 한편 자민당 농림족은 아베 총리관저의 구조개혁 담론과는 차별화된 대항 국가개조 담론 속에서 농업문제를 설정하지 못했다. ‘강한 일본’을 위한 구조개혁이라는 아베 정권의 국가개조 담론을 답습한 가운데, 구조개혁의 일환인 농업개혁을 수용하는 행위패턴을 보였다. The agricultural reform under the current Abe Cabinet implies the decline of pork-barrel politics which had been organized for mutual interests between the Japan Agricultural Cooperatives (JA) and the LDP norin zoku. The Abe Cabinet directly targeted to reform organization and function of the JA. While the JA has strongly resisted this agricultural reform, the LDP norin zoku accepted this reform initiative. In the perspective interest calculation, the LDP norin zoku has less incentives to support the JA because of the JA’s shrinking influence and of the fear on punishment from party leadership. In the perspective of discourse, the LDP norin zoku could not develop alternative strategy against the Abe Cabinet’s structural reform discourse. KCI Citation Count: 2
