한국의 민주시민교육 운영기반 분석과 개선 방안

한 국가와 사회의 민주시민교육은 해당 사회의 민주화의 정도에 따라 운영된다. 이 논문은 한국의 민주시민교육의 현황을 분석하기 위하여 민주시민교육이 이루어지는 장을 기준으로 초·중·고등학교 안에서 이루어지는 학교 안 민주시민교육과 일반 시민과 학교 밖 청소년과 학생들을 대상으로 이루어지는 학교 밖 민주시민교육으로 구분하고, 각각의 민주시민교육의 현황을 분석하고 이를 기반으로 민주시민교육 운영기반 조성과 향후 추진방안을 제시하고자 하였다. 우리나라의 민주시민교육은 학교 안 민주시민교육과 학교 밖 민주시민교육 모두 교육 기반, 교육의 목적과 목표, 교육내용, 교육방법에 있어서 미흡한 상태이다. 민주시민교육 운영 기반에 있어서 법적, 제도적, 전담기구, 전문인력 차원에서 미비하고, 교육의 목적과 목표에 있어서도 교육형태별로 상이하고 이에 대한 관련 집단의 합의도 없는 상태이다. 민주시민교육의 교육방법은 과거 학교 교과목의 지식 전달방식에서 탈피하여 토론과 현장실천 중심으로 전환되고 있다. 향후 우리나라 민주시민교육 활성화를 위하여 법제적 장치 등 교육기반 구축, 민주시민교육 전담 교과목 도입, 교육목적과 목표에 대한 관련 집단의 합의에 기반한 체계화가 필요하고, 교육방법에 있어서도 학생과 시민들의 실제적 민주주의 실천역량을 계발할 수 있는 현장 중심의 구체적인 참여와 토론 중심의 실천적 교육방법의 개발과 적용이 필요하다. This study aims to analyze the represent condition of school democratic civic education and outside school democratic civic education and construct foundation of democratic civic education and solutions to promote democratic civic education in Korea. To answer these questions, researcher analyzes Korean democratic civic eduction focus on four aspects likewise educational foundation, educational goals and objects, educational contents and education methods of democratic civic education. The findings of this study as follows. First, the foundations of democratic civic education too week hence “democratic civic education law” had not been enactment and there is no democratic civic education organization, too. Second, the educational goals and objects of democratic civic education so diversified so the needs of systematize democratic civic education goles and objects is very high. Third, the educational contents of democratic civic education is very differ in accordance with the providing subjects of democratic civic education so it needs to systematize democratic civic education’s contents also. Fourth, the educational methods of democratic civic education is changing after 1990th from give an lecture to participants aims to deliver normative knowledge to diversified education methods likewise discussion methods, practice methods and experience methods. So to construct foundation of Korean democratic civic education needs to enactment “democratic civic education law”, establish democratic civic education organization, systematize democratic civic education goles, objects and contents and develop and apply discussion methods, practice methods and experience methods for democratic civic education.
