언어재활사 국가자격제도의 방향성 연구

목적: 이 연구의 목적은 현재 시행되고 있는 언어재활사 국가자격 제도에서 언어재활사 직종의 직무와 급수 체계, 그리고 국가시험 평가의 운영에 관하여 탐색하고, 언어재활사 국가자격 제도의 개선 방향성을 제시하고자 하였다. 방법: 이 연구의 방법은 첫째, 전문가 과업 집단을 구성하고 국가자격 제도에 대한 주요한 논점을 고려하여 델파이 조사 설문지를 개발하였다. 그리고 10명의 언어재활 전문가 그룹에 대하여 초점집단면접을 실시하여 심층적인 의견을 모아 수집하였다. 그런 다음 이 연구는 30명의 언어재활 전문가 그룹이 참여한 델파이 조사 설문을 통해 제시된 최종 개선 제안에 따라 수행 과제를 도출하였다. 결과: 이 연구의 결과는 첫째, 언어재활사의 직무는 국가의 복지 정책 발전에 따라 업무 범위가 변화되고 확장되기 때문에 재정립될 필요성이 요구된다. 둘째, 현행 급수 체계는 유지 관리하는 것이 타당한 것으로 나타났다. 또한, 이러한 급수에 따른 역할 범위를 법제화할 필요가 있다. 셋째, 현재 이루어지고 있는 국가시험의 평가가 대체적으로 적절한 것으로 분석되었으나, 앞으로 교육과정 개선에 대한 연구, 과목 개선에 대한 연구, 문항 개발에 대한 연구 등 제도 개선을 위한 기초 자료 연구는 지속적으로 수행되어야 할 것이다. 결론: 결론적으로, 언어재활사의 국가자격 제도에 대한 사회적 인식이 강화될 필요가 있고, 급수 체계의 역할이 확립되어야 하며, 언어재활사 직무 수행에 기반한 국가시험 문항의 개발이 단기 및 중장기적으로 수행되어야 함이 요구되었다. 이를 위해서는 보건복지부, 한국보건의료인국가시험원, 한국언어재활사협회 및 대학들의 공동 협력이 이루어져야 한다. Purpose: The purpose of this study is to investigate the current management status of speech-language therapists in terms of duty, rating system, and national assessment test and to draw improvements suggestions related to the future direction of the national qualification test for speech-language therapists. Methods: This study considered issues of the national qualification system by forming a task force team and developed a Delphi survey paper. In addition, in depth opinions were collected by conducting a focus group interview on 10 speech-language therapists. Then, performance tasks were identified according to the final improvement proposal through the Delphi survey in which 30 specialists participated. Results: First, the duties of speech-language therapists require realignment because of changes and expansion resulting from the development of Korea's national welfare policy. Second, the current rating system is reasonable and so needs to be maintained. Also, legislation regarding the range of roles according to rating is necessary. Third, it was concluded that assessment of the current national examination is appropriate in general, but basic data research to improve the system as studies on curriculum, improvement of subjects, and question development are required. Conclusions: Social recognition of the national qualification of speech-language therapists requires strengthening; the role of the rating system needs to be established; and the development of questions based on job performance needs to be conducted on a short-, medium- and long-term basis. To this end, collaborative efforts by the Ministry of Health and Welfare, the National Health Personnel Licensing Examination Board, the Korean Association of Speech-Language Pathologists, and universities should be made.
