정보비대칭 해소를 통한 코넥스 활성화 방안

중소기업은 직접금융시장에서 소외당하고 은행자금과 정책금융에 의존하고 있는 열악한 금융환경에 처해 있다. 이에 따라 2013년 7월 1일부로 자본시장을 통한 중소기업 지원을 목적으로중소기업전용 시장(KONEX)이 개설되었다. 하지만 코넥스는 취지와 달리 매우 부진한 상태를 면하지못 하고 있다. 이는 우려가 현실화된 것에 불과하며, 근본적 검토를 통해 큰 틀에서 고치지 않으면성공을 기대하기가 어려울 것으로 보인다. 코넥스의 성공적 정착을 위해서는 코넥스 상장주식의가치평가, 활발한 정보공개 활동을 통해서, 코스피(유가증권시장)나 코스닥시장에 비해 더 심각한,정보비대칭 문제를 해소함으로써 신뢰를 높일 필요가 있다. 중소기업 관련 기관들(기보, 신보, 벤처캐피탈협회, 이노비즈협회 등)로부터 검증받은 최상위 등급 중소기업에게 우선적으로 상장 기회를주고, 그 기관들이 축적해 온 정보의 재고를 지정자문인이 적극 활용하도록 하면 정보비대칭 해소에도움이 될 것으로 보인다. 지정자문인 자격을 적절히 제한하여 인센티브가 발생하도록 현실화하고,정보비대칭 문제의 해소를 전제로 중장기적으로 개인투자자까지 투자자 저변을 확대하여 유동성을높여야 한다. 세제 혜택 등 정부의 정책적 지원은 효과가 있을 것으로 보이지만, 더 본질적인 점은정부가 코넥스의 시장으로서의 매력을 높이는 방향으로 관점을 취할 필요가 있다는 것이다. SME’s (Small and medium enterprises) are running usually in a hostile financialenvironment, being discriminated in direct financial markets and depending on bank loansor policy loans. For this kind of reason Korean government introduced a stock marketsolely for the purpose of supporting SME’s-KONEX. Against common expectation, KONEXis now in a disappointing condition. Without substantial improvement, it will be verydifficult to expect successful KONEX. The most important thing for KONEX to succeedand prosper is increasing market credibility and making the market open to investors(individual investors ultimately) through decreasing informational asymmetry as a resultof good valuation activities and active information disclosure. It is also required to motivateNOMAD’s by screening their qualifications and by increasing profit chance. MakingNOMAD system attractive, and having the information accumulated by SME-relatedinstitutions properly used, while giving highest grade SME’s a chance for IPO, would beeffective in reducing informational asymmetry. Further, it is recommended that they inviteindividual investors in the long run after reducing informational asymmetry enough. Administrative support such as tax cut may seem to be effective also, but it would bemore encouraging that the Korean government tries to increase the attractiveness ofKONEX by addressing the market mechanism itself (to reduce informational asymmetry)and the interest groups within.
