A policy is needed to address short-term supply disruptions. This study explores a desirable direction for a hydrogen and ammonia stockpiling policy, aligned with long-term carbon neutrality goals. It recommends guidelines for entities responsible for stockpiling, considering a dedicated hydrogen security agency, storage methods, and determining reserve sizes and so forth.
