Summary:South Korea plans to import a significant portion of the clean hydrogen and ammonia needed for carbon neutrality, with imports potentially reaching 80% by 2030. Heavy reliance on such energy imports poses risks, making it crucial to treat hydrogen and ammonia as critical resources like oil or natural gas and to strengthen response capabilities. A policy is needed to address short-term supply disruptions. This study explores a desirable direction for a hydrogen and ammonia stockpiling policy, aligned with long-term carbon neutrality goals. It recommends guidelines for entities responsible for stockpiling, considering a dedicated hydrogen security agency, storage methods, and determining reserve sizes and so forth.
