가상현실(Virtual Reality)및 증강현실(Augmented Reality) 산업 활성화를 위한 정책추진 과제의 우선순위 분석

This study organizes policy tasks currently being promoted by the government to revitalize the domestic VR and AR industries, which are evaluated to be stagnant compared to major overseas countries, and aims to derive priorities through analysis of an AHP survey for experts in the VR/AR field, and to seek countermeasures based on the analysis results. As a result of classification based on various previous studies, press releases, and policy data, it was divided into 5 major categories and 16 sub-categories: technical issues, awareness improvement, legal/institutional improvement, government support, and manpower development. As a result of the AHP analysis, in the major category, the "government support" appeared as the top priority policy task, followed by the "manpower development". In the sub-categories, "training new manpower" was the most important policy implementation task, followed by "enhancing technological competitiveness". This study is meaningful in that it selects and presents prioritized policy tasks that clearly reflect the position and perspective of the industry on the policy-making situation exposed to the limitations of time and resources, while also presenting practical improvement plans. 본 연구는 해외 주요국들에 비해 정체된 것으로 평가되는 국내 가상현실(VR) 및 증강현실(AR) 산업의 활성화를 위해 정부가 현재 추진하고 있는 정책과제들을 종합·정리하고, 산업 현장의 전문가들을 대상으로 한 AHP(Analytic Hierarchy Process : 계층화의사결정방법) 설문 분석을 통해 우선순위를 도출하며, 분석결과를 토대로 대응 방안을 모색하는 것을 목표로 한다. 각종 선행연구, 보도자료, 정책자료 등을 토대로 계층화 분류를 시도한 결과 기술적 측면, 인식개선 측면, 법/제도 정비 측면, 정부 지원 측면, 인력양성 측면의 5가지 대분류 및 이에 따른 16개의 중분류로 구분할 수 있었다. AHP 분석 결과, 대분류에서는 '정부지원 측면'이 최우선 정책과제로 나타났으며, '인력양성 측면'이 그 뒤를 이었다. 중분류에서는 '신규 인력 양성'과 '기술경쟁력 강화'가 각각 1, 2위를 차지하였다. 본 연구는 시간과 자원의 한계에 노출되어 있는 정책결정 상황에 대해 산업계의 입장과 시각이 명확히 반영된 우선순위 정책과제들을 선별하여 제시하는 한편, 실무적인 개선방안도 함께 제시하였다는 데에 의의를 갖는다.
