제주해녀 공동체의 지속가능성 고찰: 사회적 자본의 관점에서

본 연구는 제주해녀 공동체의 지속가능성을 사회적 자본의 핵심 요소인 신뢰, 네트워크, 규범의 측면에서 고찰한 것이다. 제주해녀 공동체는 바다라는 공유자원을 기반으로 협력적 작업 방식과 모계 승계를 통해 강한 신뢰와 결속력을 형성했으며, 폐쇄적 네트워크를 통해 자원 관리와 지식 전수를 효과적으로 수행해왔다. 그러나 생산성 하락과 노동력 재생산 위기는 사회적 자본의 기능을 약화시킴으로써 공동체의 지속가능성을 위협하고 있다. 주요 연구 결과는 다음과 같다. 첫째, 신뢰는 공동체의 결속력을 강화하는 중요한 요소이지만, 세대간 신뢰 부족과 신규 해녀와의 갈등이 문제로 확인되었다. 둘째, 네트워크는 내부 결속을 유지하는 데 유리하지만, 네트워크의 폐쇄성이 외부와의 연계를 제한하고 있다는 점이 드러났다. 셋째, 전통적 규범은 자원의 공정한 분배와 지속가능성을 지원했으나, 현대적 요구와의 충돌로 유효성이 감소하고 있다. 제주해녀 공동체의 지속가능성을 위해서는 신뢰 형성을 위한 세대 간 상호작용 강화, 네트워크의 개방성 확대, 전통과 현대적 요구를 조화한 규범 재구성이 필요한 것으로 나타났다. This paper is to examine the sustainability of the Jeju haenyeo community in terms of trust, network, and norms, which are key elements of social capital. The Jeju haenyeo community has formed strong trust and solidarity through cooperative work methods and maternal succession based on the shared resource of the sea, and has effectively performed resource management and knowledge transfer through closed networks. However, the decline in productivity and the crisis of labor force reproduction are threatening the sustainability of communities by weakening the function of social capital. The main research findings are as follows. First, trust is an important factor in strengthening the solidarity of the community, but the lack of trust between generations and conflict with new haenyeo were identified as problems. Second, it turned out that networks are advantageous in maintaining internal solidarity, but the closedness of networks restricts the connection with the outside. Third, traditional norms supported the fair distribution and sustainability of resources, but their effectiveness is decreasing due to conflicts with modern demands. It was found that the sustainability of the Jeju haenyeo community requires strengthening inter-generational interactions to build trust, expanding the openness of networks, and restructuring norms that harmonize traditional and modern demands.
