왜 남북산림협력이 많이 이루어졌을까? 2018 남북산림협력 추진요인 분석

왜 수많은 남북교류협력 사업 중에서 남북산림협력이 유독 많이 이루어졌는가? 2018년은 남북정상회담과 북미정상회담이 개최되어 남북관계가 급격히 개선된 시기로, 이 기간 동안 남북산림협력은 매우 활발하게 추진되었다. 북한은 산림협력을 통해 산림복구와 기후변화 대응 등 광의의 산림정책을 실현하고자 하였으며, 이는 국제사회의 지원과 협력 속에서 더욱 구체화되었다. 본 연구는 남북산림협력의 추진 메커니즘을 도출하기 위해 북한의 산림정책과 국제협력 사례를 분석하였다. 연구 결과, 산림보호에 대한 북한의 인식과 국제사회와의 활발한 협력경험이 남북산림협력 추진 메커니즘으로 작용하였다. 이 논문은 남북산림협력의 정책적 시사점을 도출하고, 남북관계 경색 및 개선 국면 모두에 있어 산림협력의 재개와 지속가능한 산림협력의 방향과 과제를 제시할 것이다. Why has inter-Korean forestcooperation been particularly prominent among numerous inter-Korean exchangeand cooperation projects? 2018, marked by the inter-Korean summits and theNorth Korea-U.S. summit, saw a significant improvement in inter-Korean relations,during which forest cooperation was actively pursued. NorthKorea aimed to realize comprehensive forest policies, including restoration andclimate change mitigation, which were materialized with the support and cooperation ofthe international community. This study therefore analyzes North Korea’s forestpolicies and cases of international cooperation to identify the mechanismsdriving inter-Korean forest cooperation. The findings indicate that NorthKorea’s recognition of forest protection and its extensive experience ininternational cooperation have been key drivers of inter-Korean forestcooperation mechanisms. This paper also provides policy implications forinter-Korean forest cooperation and offers directions and tasks for sustainableforest cooperation in the Korean Peninsula.
