시계열자료 분석을 통한 재난발생 이후 지역경제 회복력(resilience)에 관한 연구 -세월호 참사를 중심으로

Increases in disasters and damage caused by the disasters in modern society, have a negative impact on local economy. In particular, a local economic downturn leads to a deterioration in quality of life of local residents and causes mental and material damage. Therefore, in order to achieve stable and sustainable local economic development, it is necessary to strengthen the resilience of the local economy. This study aims to estimate indicators of local economic resilience of Jindo County after the Sewol Ferry disaster, analyze a trend of the economic level after the disaster through time series data and suggest improvement plans of the local crisis management and restoration policy that considers future economic resilience. Results of this study showed that a decrease in the number of tourists and of workers in related industries hit tourism industry, causing a loss to the local economy and that an increase in a drinking rate of and stress awareness rate of local residents was a stress factor due to disaster impacts. These findings provides policy implications that it is necessary to make efforts for improving the depressed local image by utilizing local resources in the area, to build a sustainable long-term economic recovery policy and to provide psychological treatment and the relevant government and local government's support for relieving the stress of local residents due to the disaster impacts. 현대사회에서의 재난발생 증가 및 피해는 지역경제의 부정적 영향으로 나타난다. 특히 지역경제 침체는 지역주민들의 삶의 질을 악화시키고, 정신적 물질적 피해를 발생시킨다. 따라서 안정적이고 지속가능한 지역경제 발전을 위한 지역경제 회복력 강화가 필요한 실정이다. 이에 본 연구에서는 세월호 참사 이후 진도군의 지역경제의 회복력 지표를 산정하고, 재난발생 이후의 경제수준 추이를 시계열자료를 통해 분석하여 향후 경제회복력을 고려한 지역의 위기관리 복구 정책의 개선방안에 대해 제언하고자 한다. 연구결과 지역 경제를 대표하는 지방재정, 지방소득세는 지역경제 탄력성의 개선효과가 있는 것으로 확인되었으나 주민경제상태, 지역의 경기변동, 외부경제유인 요인과 관련한 지역경제 탄력성 개선은 보이지 않고 있었으며, 주민의 생활수준 및 심리적 스트레스가 매우 높아 위기 내성에 따른 장기적 문제가 발생할 우려를 보인다. 연구 결과에 따른 정책적 시사점은 침체된 이미지 극복을 위한 지역 자체적 자원 활용을 통한 지역경제 탄력성 개선, 지속가능한 장기적인 경제회복 정책을 구축, 지역주민의 재난영향에 따른 스트레스 해소를 위한 심리 치료와 관련한 정부 및 지자체의 지원이 필요하다고 본다.
