한국과 일본의 대(對) 베트남 교통인프라 ODA 정책 비교연구

연구목적: 본 연구는 한국과 일본의 공적개발원조(ODA) 정책의 지향점이 유사한 것에 착안하여, 한국과 일본의 대(對) 베트남 ODA 정책을 거시적, 분야별, 사업별 분석 범위로 비교분석하고자 한다. 연구의 중요성: 비교분석을 통해 거시적, 분야별, 사업별 한국의 ODA 정책의 함의점을 찾고 향후 ODA 정책 수립을 위한 방향을 제시할 수 있다. 연구방법론: 베트남은 양국이 가장 많은 ODA를 지원한 수원국으로서 대표적 사례 연구의 대상으로 선정되었으며, 특히 가장 중요한 분야 중 하나인 교통 인프라 분야의 대 베트남 ODA정책이 선택되었다. 연구결과: 분석 결과에 따르면, 일본의 ODA 사업은 한국에 비해 교통 인프라 사업 구축 분야에서 베트남 국내 정책과의 적절성과 지속성이 뛰어났다. 이에 반해 한국은 적은 규모에도 불구하고 일본에 비해 교량 프로젝트의 파급효과가 뛰어났다. 한국의 ODA 사업은 비교적 짧은 기간에 목표를 달성하였고, 정책 초기 단일 프로젝트였던 교량 건설 프로젝트에서 이후 보다 더 확장된 규모의 후속 연계 프로젝트가 다양하게 추진됨으로써 일본 ODA 사업에 비해 경제적, 사회문화적 파급효과를 겸비하고 있다는 점에서 의의가 있다. 결론 및 시사점: 본 연구를 통해서 한국의 ODA는 국내 정책의 적절성과 지속 성을 높일 필요가 있으며 또한 파급효과 유지에 노력을 기울일 필요가 있음이밝혀졌다. Purpose: As ODA policies of South Korea and Japan are similar, this study attempts to analyze two countries’ ODA policies comparatively in macro, sectoral, and project levels. Originality: Through this comparative study, we hope to find the implication for Korean ODA in macro, sectoral, and project levels. Methodology: We choose Vietnam for the case study focusing on the infrastructure of transportation because the largest amount of South Korean and Japanese ODA is provided to Vietnam and the infrastructure sector is one of the most important ODA targets. Result: The analysis shows that the relevance and sustainability of Japanese ODA projects are higher than those of South Korean ODA projects in the sector of transportation. Differently, the impact of South Korean bridge project is bigger than Japanese project in spite of small scale. South Korean ODA project has achieved initial goals in a short period of time and has had an impact on Vietnam economically and socially with various and large-scaled follow-up projects after the initial bridge construction. Conclusion and Implication: Korean ODA policies need to increase the level of the relevance and sustainability and to maintain its impact on recipients. KCI Citation Count: 3
