Summary:Countries such as the United States, the United Kingdom, Japan and New Zealand with mature safety concepts and cultures are emphasizing resilience to enhance disaster preparedness at a proactive and preventive level and further building a better quality of life and environment. To that end, countries such as the United States(THIRA), the United Kingdom(NRR), Japan(Land Strengthening Plan), and New Zealand(NCA) are operating local risk assessment and evaluating the government's capabilities of the disaster management for improving them. The republic of Korea is also implementing disaster management assessment for all local governments and 74 central and public agencies as of 2017. However, MOIS(Ministry of Interior and Safety) operates various evaluation system such as assessment, inspection and diagnosis based on the individual subordinate statues. So, there are lots of similar evaluations and assessment systems in our system. In this study we tried to suggest the short-term’s alternatives for operational revision and long-term strategic revision based on capability based assessment system. KCI Citation Count: 1
