Summary:The purpose of this study is to analyze the educational governance under the historical context in Sweden and to suggest some implications for educational policies. The focus of this article is how has been the educational policies to accomplish the goals for education delivered and implemented through the institutional actors between central government and local governments including major stakeholders. The educational governance is conceptualized as interaction among the institutional actors of central and local governments level. The legal base of educational governance is Constitution, Local Government Act, and Education Act. At the central government level, the Diet defines the general principles of educational policies, and MER or SNAE develop the guidelines of national goals. At the local level, the local governments decide the ways for achieving goals. In the middle of interactions at the governance process, SALAR, Swedish Association of Independent Schools, teachers union, and education committee participate in. The implication of Sweden case gives important implications to Korea which self-governing decentralization and educational self-governing have been raised. KCI Citation Count: 4
