건설기술 정책의 성과 분석

Korean government has implemented various construction technology policies to attain competitiveness. However, there have not been interested in appropriate objectives and performance evaluation of the policy implementation. Previous evaluation included only inputs during implementation process not outputs or outcomes. Therefore, this paper performs performance evaluations on 3rd general plans for construction technology that had been implemented from 2003 to 2007 by government. This analyzes both quantitative and qualitative results. The results tell us that clear and appropriate objectives and evaluation methodology should be established for effective performance evaluation. This paper will provide the basis for establishing future construction policies or plans. 정부에서는 건설산업의 발전을 위해 다양한 기술정책을 추진하고 있다. 그러나 정책 추진의 정확한 목표나 성과 분석은 상대적으로 미흡한 편이다. 기존의 정책 성과분석은 추진과정의 투입물에 대한 분석만을 수행하였다. 이에 본 연구는 국토해양부에서 2003년부터 2007년까지 5년간 추진한 '제3차 건설기술진흥기본계획'의 성과분석을 실시하였다. 이를 통해 계획 당시 수립한 정량적인 목표 달성여부를 분석하였으며, 정책추진 부서와 건설전문가를 대상으로 설문조사를 수행하여 정성적 인 성과도 분석하였다. 그 결과 계획 당시 명확한 정책 목표와 성과평가 방법론이 수립되지 않으면 성과분석이 어렵다는 것을 알 수 있었다. 본 논문의 결과는 추후 건설 기술정책 수립과정의 기초로 활용될 수 있을 것으로 기대한다.
