운전면허 데이터 및 설문조사 분석 기반 조건부 면허제도 개선방향 연구

우리나라의 자동변속기 장착 차량 및 자동변속기 면허 선호도는 증가하는 추세이다. 하지만 자동변속기 면허는 2종 면허에만 존재하기 때문에, 자동변속기를 장착한 1종 차량의 운행을 위해서 수동변속기 면허인 1종 보통면허를 취득해야 하는 모순점이 발생한다. 이를 해결하기 위해 본 연구는 자동변속기 면허를 1종 면허에도 도입하고자 한다. 연구 수행을 위해 경찰청의 운전면허 관련 데이터를 활용하여 1종 보통면허, 2종 보통면허 및 2종 보통(자동)면허에 대한 면허 소지자, 신규 취득자, 전환자 데이터를 분석했다. 5년 간의 변화 추이를 보았을 때 2종 보통(자동)면허의 소지자 및 취득자의 비율이 가장 높았고, 수동변속기 면허 수요는 감소하는 모습을 보였다. 또한 운전면허 소지자들에게 각 운전면허를 취득한 이유에 대한 설문조사를 진행했고, 수동변속기보다 자동변속기 면허를 선호하는 경향을 확인할 수 있었다. 본 연구의 결과는 현 면허제도의 모순점을 해결하고 자동변속기 면허를 선호하는 국민적 수요에 부합하는 정책 개선에 기여할 수 있을 것으로 판단된다. The number of vehicles with automatic transmissions and the preference for automatic transmission licenses in Korea is increasing. However, since automatic licenses are valid only for Type 2 licenses, it is contradictory that a driver must obtain a Type 1 license, which is a manual transmission license, to drive a Type 1 vehicle with an automatic trans- mission. This study aims to introduce an automatic license to the Type 1 license to solve this problem. We conduct the study using the National Police Agency’s data on driver’s licenses to analyze data on license holders, new applicants, and converts for Type 1, Type 2, and Type 2 automatic licenses. Over the five-year period, the proportion of Type 2 automatic license holders and applicants was highest, with decreasing demand for manual transmission licenses. We also surveyed license holders about their reasons for obtaining each type of license and that automatic transmission licenses are becoming more prevalent than manual transmission licenses. We believe that the results of this study can help resolve the contradictions in the current licensing system and contribute to policy improvements that meet the public’s demand for automatic transmission licenses.
