무인 순찰 로봇 관련 법제 현황 및 개선 방안

현대사회는 이른바 위험사회라고 일컬어지고 있다. 과거에 존재하지 않았던 각종 위험이 새롭게 발생하고 있으며 그에 따라 시민들의 안전에 대한 요구는 날로 증가하고 있다. 위험의 성격도 과거의 위험이 단발성, 소규모성 등의 성격을 지니고 있었다면, 현대사회에서의 위험은 지속성, 대규모성, 연계성 등의 속성을 지니고 있어 위험의 성격 자체도 변화하고 있다. 아울러 급격한 인구감소, 전통적인 범죄 예방 수단의 비효율성, 그리고 인공지능기술 등 첨단과학기술의 발달과 같은 외부환경의 변화로 인해 기존의 인력중심의 순찰 수단에 의존하던 과거 방식으로부터 첨단과학기술과의 접목이라는 패러다임의 전환이 강하게 요구된다. 이러한 흐름에 발맞추어 벌써 미국, 중국, 싱가포르 등 여러 나라에서 무인 순찰 로봇을 범죄 수사 뿐만 아니라 범죄예방 단계에서 투입하고 있다. 그러나 우리 나라에서는 이러한 무인 순찰 로봇에 관한 연구는 이제 걸음마 단계에 들어섰다고 평가할 수 있다. 앞으로의 위험에 대비하고 범죄 예방에 대한 국민들의 눈높이를 맞추기 위해서는 보다 효율적인 범죄 예방 수단의 도입을 검토해야 할 필요가 있으며, 아울러 첨단 과학 기술이 접목된 경찰장비를 도입함에 있어서 야기될 수 있는 개인정보보호, 인권침해 등의 문제를 해결하기 위한 관련 법규에 대한 정비가 필요한 시점이다. The modern world has been described as a risk society. Various risks that did not exist in the past are newly arising, and the demand for citizens’ safety is increasing day by day. The nature of risk is also changing, as risks in the past were characterized by one-time, small-scale events, while risks in modern society are characterized by persistent, large-scale, and interconnected events. In addition, due to changes in the external environment such as rapid population decline, inefficiency of traditional crime prevention methods, and the development of advanced technologies such as artificial intelligence technology, a paradigm shift is strongly required to break away from the past method of relying on manpower-centered patrol methods and combine them with advanced technologies. In line with this trend, unmanned patrol robots are being used not only for criminal investigations but also for crime prevention in many countries around the world. In Korea, the research on unmanned patrol robots is in its infancy. In order to prepare for future risks and to raise the public’s awareness of crime prevention, it is necessary to revise relevant laws and regulations in terms of compatibility, which may be a problem when introducing police equipment that incorporates advanced science and technology.
