중국 변강 담론의 확산과 의미 : 시진핑 시기를 중심으로

본 논문의 목적은 시진핑 시기 확산하고 있는 중국 내 변강 담론을 분석함으로써 변강 담론에 내재된 의미와 그 의도가 무엇인지 파악하는 데 있다. 변강은 중국의 국내정치 및 대외정책에서 중요한 핵심 개념이다. 특히 시진핑 집권 이후 중국 학계는 중국변강학 수립 시도를 통해 변강 담론을 생산하고 있으며, 이렇게 생산된 담론은 다양한 학술 플랫폼을 통해 빠르게 확산되고 있다. 분석 결과 첫째, 변강 담론은 국내적 차원에서 시진핑과 중국공산당의 통치 정당성에 강한 이론적 기반을 제공하고, 둘째, 지역적 차원에서 주변국과의 새로운 관계 규정과 중국 중심의 지역 질서를 구축하는데 이론적 근거를 제공하며, 셋째, 글로벌 차원에서 중국의 영향력 확대 및 공세적 대외정책의 이론적 토대가 될 것으로 예상되며, 이 때의 변강은 확장 가능한 프런티어 개념이라고 할 수 있다. This study aims to investigate the implication and its intent by analysing the diffusion of Bianjiang discourse within China during the Xi Jinping era. Bianjiang is a crucial concept in China’s domestic politics and foreign policy. Notably, after Xi Jinping took power, Chinese academics produced Bianjiang discourse by establishing ‘China’s Bianjiang Studies,’ and the constructed discourse is rapidly diffusing through a number of academic platforms. This phenomenon serves a tripartite purpose: Firstly, the Bianjiang discourse furnishes a robust theoretical foundation underpinning the legitimacy of Xi Jinping’s leadership and that of the Chinese Communist Party within the domestic political sphere. Secondly, at the regional level, the Bianjiang discourse offers theoretical underpinnings for the formulation of novel relations with neighboring nations and the establishment of a China-centric regional order. Third, at the global level, the Bianjiang discourse is expected to be the theoretical basis for China’s expansion of influence and offensive foreign policy. Bianjiang, in this context, can be said to be an expandable frontier concept.
