지방자치단체 재정사업평가에 대한 메타평가 연구: 2016-2019년 평가의견을 중심으로

최근 여러 지방자치단체에서 효율적인 정책 사업 운영을 위해서 재정사업평가 제도가 활용되고 있다. 본 연구는 지방자치단체의 재정사업평가 제도 운영의 성과를 검토하기 위한 목적에서 이루어졌으며, 최근 4년간 재정사업평가를 지속적으로 운영한 A지방자치단체를 대상으로 일몰 및 감액 된 사업을 검토하였다. 불필요하거나 부적절하게 운영된 사업의 예산을 일몰 및 감액하여 예산을 절감하는 것은 평가 제도의 중요한 성과라 할 수 있다. 그러나 사업의 일몰 및 감액은 부서의 자체적인 판단에 의해 이루어질 수도 있으며, 재정사업평가 제도의 운영을 통해 이루어질 수도 있다. 본 연구는 재정사업평가와 직접적인 관계가 적은 자체적인 일몰·감액과, 평가를 통해 이루어진 일몰·감액을 구분하기 위한 기준을 설정하고, 이에 따라 4년간의 재정사업평가 운영 결과로 일몰 및 감액된 사업의 수와 예산을 분석하였다. 분석 결과, 재정사업평가로 일몰·감액된 사업의 수와 예산 절감액은 부서 자체적으로 일몰·감액된 사업 수 및 절감액에 비해 상당히 적은 것으로 확인되었다. 그러나 이러한 결과에도 불구하고 재정사업평가는 지방자치단체의 사업을 검토하여 개선할 수 있는 기회를 줄 수 있다는 측면에서 여전히 의미 있는 과제라 할 수 있다. Recently, the Program Assessment Rating Tool (PART) has been used by several local governments for efficient policy operation. This study was conducted for the purpose of reviewing the PART operational performance of local governments. For the purpose of the study, we reviewed the sunset or reduced projects for the local governments that have been operating PART for the past 4 years. It is an important achievement of the evaluation system to sunset or reduce unnecessary or improperly operated project budgets. However, the sunset or reduction of the project may be done by the department's own judgment or through the operation of the PART system. This study has established criteria for distinguishing the department's own sunset and reduction, which has little direct relationship with PART, and the sunset and reduction made through PART. Accordingly, we analyzed the number of projects and the amount of budget savings at sunset and reduced as a result of PART operation for 4 years. As a result of the analysis, it was confirmed that the number of projects that were sunset or reduced by PART and the budget savings were considerably less than those of sunset and reduction by the department itself. Despite these results, PART is still a meaningful system in that it can provide opportunities for improvement by reviewing local government projects.
