중국의 일대일로와 중·러 협력: 동북3성 및 극동지역 교통물류협력을 중심으로

본 논문은 중국 동북3성과 러시아 극동지역에서 이루어지고 있는 중국과 러시아의 교통물류 협력 정책을 분석하였다. 즉 중·몽·러 교통회랑과 중국 동북3성의 참여 계획, 러시아 프리모리예-1, 프리모리예-2 프로젝트의 계획과 경제적 효과 등을 상세히 분석하고, 중·러간 교통물류협력의 최근 동향을 구체적인 사례를 통해 분석하고 있다. 이를 통해 문재인 정부가 추진하고 있는 신북방정책에 어떠한 시사점이 있는지를 도출하였다. 그 결과, 동북3성과 중국·몽골·러시아 경제회랑, 프리모리예 프로젝트와의 연계 문제는 결국 한국의 신북방정책 추진과 동아시아 철도공동체의 중요한 교통축이라는 점에서 중요한 의미를 가지며 이를 활용하기 위한 전략과 고려사항을 제시하였다. The purpose of this paper is to examine the transportation logistics cooperation policy between China and Russia, which is being carried out in the three northeastern provinces of China and the Russian Far East, namely it analyzes in detail the China-Mongolia-Russia Transport Corridor and the participation plan of the three northeastern provinces of China, the planning and economic effects of the Primorye-1 & Primorye-2 projects, and it analyzes recent trends of transportation logistics cooperation between China and Russia through ‘project cases’, ‘activation cases’ and ‘cases of Korea and Japan participation’. This study shows the implications for the ‘New Northern Policy’ pursued by Moon Jae-In government. As a result, the problem of linking with three northeastern provinces of China and China-Mongolia-Russia’s economic corridor & Primorye projects is important because it is important transportation hub for promotion of Korea’s New Northern Policy and East Asia railway community initiative and strategies and considerations for utilizing them are presented.
