북방정책에 대한 소고 : ‘북방’과 ‘정책’의 지속과 변화

북방정책은 대한민국 외교정책의 역사 속에서 대중에게 가장 널리 알려졌을 뿐만 아니라 그 지속 기간 또한 가장 오래된 것이다. 그렇다면 2021년 현재 대한민국의 북방정책은 어디에 와 있는가? 오랜 지속성과 대중성에도 불구하고 북방정책에 대한 이해는 깊지 않다. 대중의 이해는 물론이요, 전문가 집단에서조차 북방정책에 대한 어떤 공통된 이해의 틀, 혹은 정체성이 형성되지 못하고 있음은 아쉬움으로 남는다. 특히 북방정책의 가장 주된 기둥이라고 할 수 있는 ‘북방’이 무엇을 뜻하는가에 대해서조차 논자에 따라 매우 다양한 입장이 표출되고 있음을 확인할 수 있으며, 정책의 목적성이라는 측면에서도 광범위한 합의라기보다는 최소한의 공감대 형성 정도에 그치고 있는 것이 현실임을 부인할 수 없다. 본고는 이러한 문제 인식하에 ‘북방’의 의미를 명확히 하고 ‘정책’의 지속과 변화를 고찰함으로써 북방정책의 정체성을 확인하는 것을 연구의 목표로 삼는다. 특히 북방정책이라는 용어가 대중화되고 적극 실행되었던 노태우 정부 시기 북방정책의 등장 이후, 행정부의 변화를 거치면서 제시되었던 북방정책의 변화된 모습들을 추적하고 비교ㆍ검토함으로써 정책이 추구했던 목표와 향후 추구해야 할 방향성을 검토하고 제시할 것이다. 이를 통해 미ㆍ중의 충돌과 갈등으로 인한 강대국의 강압 외교가 전개될 가능성이 어느 때 보다 커진 상황에서 그와 같은 미래를 대비해야 할 대한민국 외교정책의 현황을 검토하고 비판하며 지향해야 할 방향성을 제시함으로써 향후 정책 결정에 있어 하나의 길잡이로서 작동할 수 있기를 기대한다. The ‘Northern Policy’ is the most widely known to the public and has maintained for a long time in the history of Korean foreign policy. In 2021, now, where is it standing? Despite the long-standing durability and popular appeal, the general understanding of the Northern Policy is not so deep. Both the public and the experts do not share the common framework of understanding and peculiar identity. Further, the meaning of the ‘North’ itself, the most important pillar of the Northern Policy, is not clear and has shown a lot of variations depending on the advocates. Also, in terms of its aims, social and academic consensus has not been formed only to reach a minimum shared understanding. Against this backdrop, this article aims to clarify the identity of the ‘Northern Policy’ by identifying the meaning of the ‘North’ and by reviewing and tracing the continuity and changes of the ‘Policy’. The article will focus on the comparison of different aspects of the Northern Policy of each different governments, review the aims and suggest the future direction. By doing this, the article will try to evaluate the current situation of Korea’s foreign policy and show the future policy directions in midst of the power states’ coercive diplomacy and conflicts between the USA and China. The authors hope that this will be worked as a guidance for the future decision-making process.
