Summary: | The fair disclosure on real-estate price was introduced for efficient use of the national land, provision of real-estate prices to Korean people and utilization as criteria for various taxations by publicly disclosing individual houses and lands. Unfortunately, however, the price disparity phenomenon is observed in cases where a disclosure price of an individual house for the land and building is far lower than the individual land disclosure price which is only for land. Therefore, the purpose of this paper is to propose improvement measures for the fair disclosure on real-estate price. To that end, an analysis is made on the individual house prices in Junglang-gu, Seoul for 2011 to have positive approach to causes and a survey on responsible personnel for fair disclosure is conducted to develop feasible measures for improvement. As conclusion, this paper proposes following measures. First of all, the number of exemplary houses for statistics should be expanded to reflect the diversifying trends of individual house prices so as to resolve the price imbalance. In addition, the land price which is separately calculated as of now should use the disclosure land price in the calculation process of individual house prices to minimize the price disparities in-between two disclosure prices. Last but not least, the binary survey systems should be integrated and a dedicated team for disclosure price should be established so as to enhance professional capacity of surveyors. Such improvements would be a measure to propose the basic direction for stabilization of the real-estate market. |
