지역치안행정을 위한 거버넌스의 구축

그동안 치안행정서비스의 객체였던 시민과 기업부문이 주체로 이동하는 패러다임의 변화에 대응하기 위하여 거버넌스적 차원에서 지역치안행정에 접근하여 다양한 참여주체들의 요구를 수용하고 그 관계를 설명하는 것이 본 연구의 목적이다. 이에 따라 거버넌스 치안행정 모형을 제시하고 치안행정 참여주체를 정부부문, 기업부문, 시민부문으로 나누고, 각 참여자들의 역할과 관계를 분석하였다. 민간부문의 치안행정에 대한 참여 요구는 더욱 많아지고 있는 가운데 이에 따른 갈등요소가 내재되어 있으므로 이러한 갈등을 완화시키기 위한 사회적 합의를 이끌어내야 할 것이다. 기업부문과 타부문과의 관계에 있어서는 기업부문의 목표가 타부문의 목표와 충돌이 일어나므로 참여주체들의 상호협력이 중요하다. 시민부문과 타부문과의 관계에 있어서는 시민이 다른 참여주체에 대한 긍정적 인식을 통하여 주체적으로 참여함으로써 공동생산의 효과를 높일 수 있다. 지역치안행정의 문제를 해결하기 위해서는 경찰과 지역사회의 각 주체들의 역량을 유기적으로 결합시켜야 한다. This study is focused on accepting various participants`` needs and explaining their dynamic relations in regional policing administration in the light of governance for responding a paradigm shift from the object of policing administration service to the subject of citizen and private sector. Accordingly, this study suggests a governance policing administration model, classifies policing administration participants into public(government) sector, business sector, citizen sector and analyzes their roles and relations. As participative demands to policing administration of private sector is increasing gradually, there are much conflicts in it naturally, therefore social consensus is needed to relief their clashes. In terms of the relation between the business sector and other sector, it is easy to yield a goal collision between two. So a mutual cooperation is essential to prevent it from occurring. While as a matter of the relation between citizen sector and other sector, the effectiveness of coproduction can be built up through a positive understanding to the other sides of citizen participating actively in the relation. It is needed to build an organic cooperative system among community subjects, including police, government, business and various participants to solve all problems of regional policing administration.
