사이버 공간의 의사소통 구조와 사이버 시민성의 교육 -촛불 시위의 사례를 중심으로

쇠고기 수입 문제를 둘러싸고 시작된 촛불 시위는 인터넷과 정보통신기술이 사이버 민주주의의 꽃을 피울 것이라는 직접 민주주의에 대한 희망을 자극하였다. 반면에 촛불 시위가 소수의 주모자들에 의해 다수가 쉽게 조종당할 수 있게 되는 대중 민주주의의 한계를 보여준 사례라는 분석도 있었다. 본고에서는 사이버 공간에서의 네티즌들의 의사소통 구조를 SNA 분석기법을 통해 그려낸 ‘인터넷 공간의 의사소통 지형도’를 사용하여 사이버 공간의 의사소통이 소수에 의해 조작되거나 주도되기 어려운 ‘비선형적 복잡계’의 특성을 갖고 있음을 주장하였다. 의사소통의 매체별 경로를 추적한 결과를 고려해 보았을 때, 전통적인 대면접촉과 전화통화의 방법을 사용하면서 지속적으로 잦은 의사소통을 하는 동호인 집단이 여론 형성과 전파 과정 모두에서 주도적 역할을 담당하고 있음을 확인하였다. 역동성을 가진 사이버 공간에서 여론을 형성하고 주도하는 네티즌들에게 필요한 것은 ‘책임성 있는 의사 표현과 행동 능력’임을 강조하면서 ‘사이버 시민성’을 길러주기 위한 정보윤리교육의 필요성이 절실함을 강조하였다. The Candle-lit Demonstration in Korea might be considered as a green light signal to the future of Cyber Democracy. In other perspective, it can be considered as a funeral bell for the death of Plural Mass Democracy. In this article, I want to argue that the communication structure of candle-lit protest mass's was much more autonomous and autopoietic than ever expected. I adopted Social Network Analysis method to present more visulized landscape images of interactive communication system in internet cyberspace. Communicative Netizen can be divided into three - Digital Star, Digital Mass, Traditional Social Ties Group - categories. By tracing every routes of their complex communication links, I can find two arguments. First, Digital Star can disperse his own idea through the internet network as fast as possible, but his power of influence to alter other's opinion might be much smaller than expected. Second, despite of the low speed and narrow range of information spreading, the Traditional Social Tie Groups were more powerful agents in the sphere of political group behaviors.
