공무원의 전자민주주의 수용 영향 요인: 온라인 정책토론방 이용을 중심으로

정보통신기술의 발달로 시민이 거버넌스 과정에 직접 참여할 수 있는 기회가 증가하고 있다. 본 연구는 공무원의 행정기관 온라인 정책토론방 이용 의도에 영향을 미치는 변수를 개인차원의 변수와 조직차원의 변수로 나누어 분석하고 있다. 정책토론방을 활발히 운영하고 있는 한국의 중앙부처와 지방자치단체 공무원을 대상으로 설문조사를 실시하여 구조방정식 모형 분석을 실시한 결과 정책토론방의 유용성, 전자민주주의에 대한 지식, 시민참여에 대한 태도, 혁신적 조직문화가 정책토론방 수용성에 영향을 미치는 요인으로 나타났다. 또한, 정책토론방의 유용성에 영향을 미치는 변수로는 시민참여에 대한 태도, 정보의 질, 상사의 지원이 통계적으로 유의미하다. 실증분석을 바탕으로 인터넷을 통한 시민참여를 활성화하기 위한 정책대안으로, 올바른 토론문화의 조성, 시민참여에 대한 공무원의 열린 인식, 전자민주주의에 대한 공무원의 전문성 향상을 제시하였다. The development of information and communication technologies has led to increasing citizen participation in the governance process. This study attempts to determine the effects of both individual and organizational variables on the behavioral intention of the use of online policy forums. Based on a questionnaire collected from public officials who have had experiences with online policy forums, 895 valid instruments were utilized for structural equation models. According to the results, the perceived usefulness of online policy forums, knowledge of e-democracy, attitudes toward citizen participation, and innovative organizational culture have a positive effect on the behavioral intention of online policy forums. In addition, attitudes toward citizen participation, the quality of citizens`` opinion, and the support of leaders have a significant impact on the perceived usefulness of online policy forums. Based on the empirical results, this study suggests recommendations on improving online citizen participation.
