Summary:It is possible in southern hemisphere countries develop together one scientific program aimed at studying the properties and behavior of the ionosphere based on ground HF power transmitted radiation. The goal of this work is to further advance in knowledge of the physical and electrical properties of the Earth's ionosphere plasma, which can affect mostly communication and navigation systems and weather change. We describe here research instruments facilities for southern hemisphere and also plasma calculations for Antarctica. The main ionospheric research apparatus consist in a high power HF transmitter that can be used temporally to excite a limited area of the ionosphere for scientific studies. The question is: what is the greatest energy of ionospheric electrons until they could be accelerated by electromagnetic radiation of power HF transmitter.
