Summary:A novel method for the analysis of long-range cross-correlations and multifractality - qth-order mixed moment structure partition function (Q-MMSPF) method is proposed in this paper, and is used to investigate the multifractal cross-correlation characteristic of sea clutter data. An approach based on a new statistical index is put forward for detecting the targets in sea clutter. The experiments results show that the target could be clearly distinguished from the sea clutter background with the proposed feature-based method.
