Summary:This paper provides an overview of a Spectrum Monitoring Pilot Program within the U.S. Department of Commerce. It provides background, motivation, goals, accomplishments, and plans for future work. We describe the development of a federated Measured Spectrum Occupancy Database (MSOD) architecture that allows organizations to host MSOD instances and contribute data to the overall program. We also describe progress in RF sensor R&D and deployment.
